These problem statements should be rooted in local Senegalese needs while also aligning with priority themes recognized by Partnership for Atlantic Cooperation member countries. Examples of eligible themes include sustainable fisheries management, preventing and reducing plastic pollution, building resilience in coastal communities, marine conservation, sustainable aquaculture management, solutions to abandoned or lost fishing gear (often called ghost gear), advances in aquatic food technology, improved ocean data collection and analytics, and better marine spatial planning. In other words, the hackathon is expected to focus on real-world operational issues that affect livelihoods, ecosystems, and governance, and that can plausibly be addressed with technology-enabled approaches.
The program also includes a competitive element and a pathway toward continued collaboration. During the hackathon, teams will form around the selected problem statements and develop actionable technical solutions. At the conclusion, a panel of American and Senegalese judges will select a winner for the most innovative and impactful solution, and a prize will be provided. Importantly, the project is not intended to end when the event ends: after the hackathon, participants are expected to move forward with deploying or advancing the solutions they designed, using partnerships built across sectors and maintaining coordination to ensure the prototypes actually respond to the original needs.
Public outreach is a required component, not an optional add-on. The implementing partner must publicize the hackathon and run a public awareness campaign before and after the event to educate and motivate communities to take collective action around ocean conservation and sustainable marine resource management. The outreach approach is expected to use a mix of traditional media, social media, and in-person public engagement to broaden visibility and encourage wider participation in protecting marine environments.
