This is a discretionary grant competition intended to advance the three main pillars of U.S.-Trinidad and Tobago cooperation: Security, Accountable Governance, and Inclusive Growth. The Embassy is looking for proposals that connect to these priorities in practical ways, typically through programming that strengthens communities, institutions, and public engagement while highlighting U.S. partnership, expertise, or exchange.
Eligibility is focused primarily on non-profits, NGOs, academic institutions, and social enterprises that are headquartered in Trinidad and Tobago, and those applicants will receive preference in the selection process. U.S.-based institutions can apply as well, but only if they can demonstrate they already have on-the-ground support from a local Trinidad and Tobago partner organization. For-profit or commercial entities are not eligible to apply. The grant period cannot exceed one year, and the Department of State also notes that it encourages organizations that have not previously received U.S. Government international program funding to apply.
The opportunity anticipates making multiple awards. The notice states a maximum award amount of up to US $50,000 per award, though some source fields also reference an award ceiling figure elsewhere, so applicants should rely on the official funding notice instructions as the controlling guidance. Regardless, proposals should be built with a realistic one-year scope, clear deliverables, and a budget that fits the program rules. While cost-sharing is not required, applications that include cash or in-kind support from non-U.S. Government sources may be viewed as more competitive because it signals commitment and cost effectiveness.
Applications must be submitted electronically by July 15, 2024, to posgrants@state.gov. Proposals are limited to five double-spaced pages using 12-point Times New Roman font with one-inch margins. At a minimum, the proposal package needs to include a project summary, project duration, objectives, organizational capacity, key personnel, prior grants received, and a detailed budget. All submissions must follow the full instructions in the official Notice of Funding Opportunity referenced by the Embassy, and any resulting award will be governed by the U.S. Department of State Standard Terms and Conditions for grants.
There are also important compliance and registration requirements. To be eligible for an award, organizations must have an NCAGE (or CAGE code for U.S. organizations), a Unique Entity Identifier (UEI), and an active registration in SAM.gov. These registrations can take time, so applicants typically need to start early to avoid missing the deadline due to administrative delays.
The Embassy flags several cost restrictions and non-allowable activities. In general, grant funds may not be used for salaries, equipment purchases over $500, or refreshment expenses. In addition, the program will not fund for-profit trade activities or commercial projects, scientific research, projects mainly aimed at building the applicant organization itself, buying space or buildings, development or construction projects, individual travel to conferences, individual scholarships, finishing activities that began under other funding, fundraising/fund development projects, or cash prizes for competitions. The Embassy also excludes projects that are inherently political or partisan (including support for candidates or parties, electoral campaign support, or lobbying tied to political parties), as well as projects that support specific religious activities.
Finally, applicants should note the Embassy will contact only those whose proposals are selected for funding, and selection does not create any promise of future support. Any renewal, extension, or increase in funding is entirely at the discretion of the Department of State, and the Department has no obligation to provide follow-on funding beyond the initial award.Apply for PASPOS 24 001
